Counter-Mapping the State with UAVs

Want a piece of Indonesia? The country’s government is busy implementing an “accelerated development program” in which “different provinces are assigned different development foci,” like “food and energy for Papua, palm oil processing for North Sumatra, mining for Central Kalimantan etc.” Critics describe this program as “a national, state-coordinated program of land grabs.” An important component of “this development plan is the commoditization of space by spatial planning,” which is “supposed to be open, transparent and participatory.” The reality is very different. “Maps are made by consultants and government offices favoring the interests of capital and local elites.” As a result, “concessions are given mostly without the consent (and often without the knowledge) of local communities.” These quotes are taken from a brilliant new study (PDF) written by Irendra Radjawali and Oliver Pye. The study describes the use of Unmanned Aerial Vehicles (UAVs) to “generate high-quality community controlled maps to challenge spatial planning from above,” which is “revolutionizing the counter-mapping movement in Indonesia.”

“Challenging state power over maps and its categorization of land uses by counter-mapping indigenous and local claims to territory has developed into an important movement in Indonesia.” As the authors of the new study rightly note, “Mapping needs to be understood as a political process rather than a merely technical tool. Mapping is not only an act of how to produce maps, it is important to always ask who produces the maps, how people can access the maps and how the maps can be used for emancipatory purposes.” Counter-mapping is thus a political process as well. And this counter-mapping movement is now experimenting with “grassroots UAVs” (or community drones) to bolster their political actions.

Activists in Indonesia initially used their UAV to capture “high quality and high-resolution spatial data in areas where access was restricted by company security and police.” Where exactly did they get their UAV from? They built one from scratch: “Irendra Radjawali built the first drone without any former training, by using the Internet and the online forum. He also sourced much of the material second hand via ebay.” The advantage of this DIY approach is the relatively low costs involved. This UAV, coupled with a mapping camera, came to just over USD 500.

Irendra and team subsequently few their UAVs over oil palm plantations where a company had taken lands from local communities who had no idea that their lands had been parceled off to said company. The team managed to fly their UAVs “at several places, capturing several community’s areas which have been grabbed by the company, including the customary area.” It is worth emphasizing that “community members very rarely have access to the spatial plan documents, and so could hardly ever actively participate in the spatial planning process. The opportunity to produce high-quality and precise maps is seen by community members as the chance to claim and to re-claim their lands.”

The team also flew over an area that was directly “affected by the expansion of large scale open mining for bauxite.” The water from the river became unsafe to drink; fishing grounds vanished; the nearby lake dried up. Local communities repeatedly protested the irreversible destruction of their ecosystem but this hasn’t stopped mining companies from expanding their activities. Irendra and team were able to take aerial photographs of the affected areas. One of the “high-quality and precise maps” that they were able to generate with these photos has since “been used as an evidence to disclose illegal mining company exploiting bauxites operating outside of their concession area.” These aerial counter-maps are thus “being used to provide evidence against the mining company,” and they also support local community’s efforts to protect their existing lands and forest.”

Irendra and his colleagues took a direct, community-driven approach to these counter-mapping projects: “Community members are involved in establishing the community drone and in deciding who will be responsible to perform drone mapping activities. […] Village meetings also discussed the plans and strategies to perform mapping activities at various different villages with different challenges and contexts. One part of village meetings was training on mapping and drones where participants were informed about participatory counter-mapping techniques as well as the use and the operation of drones to support rapid participatory counter-mapping for high-quality spatial data. A meeting in Subah village agreed to fund the mapping themselves by a monthly contribution of [50 USD] from each [sub-village].”

In sum, co-authors Irendra and Oliver write that UAVs are “very empowering.” “The sense of power and achievement when community members themselves fly the drone is substantial. The empowerment impact that comes with the knowledge that these images are of greater quality than the concession maps and that they have been acknowledged by the Constitutional Court is even greater.”

It is worth noting that the land-use planning maps controlled by the government and companies were made on “the basis of satellite imagery,” which means that “small hamlets [are] not visible. In the process of map-making by the State, the hamlets literally disappeared, losing any rights to their land in the process. With high-resolution drone maps, however, residential areas, farming, fruit tree forests and other long-term uses of the land are rendered visible. Furthermore, local communities require high-quality maps to re-claim those residential areas which now are ‘officially’ part of company’s concessions. These maps are used to support their arguments to halt new concessions for mining and for oil palm.”

Not surprisingly, perhaps, “the counter-mapping process also uncovered simmering territorial conflicts.” In one of these conflicts, “it emerged that the unsettled village border is one the problems.” Irendra and fellow co-author Oliver write that “One of the aims of community drones is to map the area of several villages […] and to confirm village borders.”

The team’s use of UAVs for counter-mapping resulted in a number of political victories that went beyond the local level. In one case, for example, a counter-map was “used as legal evidence at the Constitutional Court trial on the 1st September 2014, providing the chance for drone counter maps to be recognized by the Indonesian legal system in the future.” In another case, counter maps were combined with other evidence to “challenge the provincial government to accept what the civil society organizations demand. Some of their demands were achieved and accepted, including: (1) Recognition of community-managed lands, (2) Recognition of customary community rights, and (3) active community engagement in the spatial planning process. These demands had not been addressed before.” In yet a third case, “Maps made by drones were used to support […] arguments that often mining activities are causing detrimental social and ecological effects. The Constitutional Court ruled against the mining corporations [as a result], upholding the obligation of mining companies to install smelters and to process raw minerals and coal before exporting them.”

These projects have generated a growing interest in UAVs, which is why the local Swandiri Institute recently established a “drones school” where “civil society organizations and community activists who are interested in learning and using drones for mapping and for advocacy work could join and participate.” A second drones school was also launched by other partners to “focus on using drones at village levels to map village areas and to confirm village borders.”

The authors conclude that “the appropriation of drone technology by community activists has the potential to improve the situation with regard to inclusion, transparency, and empowerment. […] Nowadays, younger members of local communities are computer literate. After a mapping flight, images and videos can be directly downloaded on to a laptop, giving instant transparency to village meetings during the mapping project. The resolution is so high that individual houses, trees, etc. can be clearly identified, also increasing transparency and the potential to include just about everybody in territorial discussions.”

But of course, to state the obvious: UAVs are not a silver bullet or “magic wand that can conjure away hierarchies and power structures at the local level or in wider society.” Irendra and team were “unable to use drones in those areas where local elites were in cahoots with plantation and mining companies and controlled traditional institutions such as customary councils and where opposition was marginalized.” In other areas, “hierarchical gender relations […], power dynamics, and territorial disputes between different villages were replicated in the mapping process.” At the same time, the UAV revolution does have “the potential—together with campaigning and political pressure—to force through the recognition of community counter-maps in the spatial planning process […].” To this end, “if embedded within political action, drone technology can revolutionize counter-mapping and become an effective weapon in the struggle against land grabs.” And in this context, “community drones for counter-mapping could well become a technology of the masses, by the masses, and for the masses.”

Indigenous Community in Guyana Builds Drones for Good

I’ve been an avid fan of Digital Democracy since 2008 and even had the honor of serving on their Advisory Board during the early days. So I was thrilled when friends Emily Jacobi and Gregor MacLennan told me they were interested in using drones/UAVs for their projects. Six months later, the pictures above explain my excitement.

When Gregor traveled down to Guyana a few months ago, he didn’t bring a drone; he simply brought a bunch of parts and glue, lots of glue. “We didn’t want to just fly into Guyana and fly a drone over the local villages,” writes Gregor. “Our interest was whether this technology could be something that can be used and controlled by the commumunities themselves, and become a tool of em-powerment for helping them have more of a say in their own future. We wanted the Wapichana to be able to repair it themselves, fly it themselves, and process the images to use for their own means.” Oh, and by the way, Gregor had never built a drone before.

And that’s the beauty of Digital Democracy’s approach: co-learning, co-creation and co-experimentation. Moreover, Emily & Gregor didn’t turn to drones simply because it’s the latest fad. They tried using satellite imagery to document illegal logging and deforestation in Guyana but the resolution of said imagery was limited. So they figured drones might do the trick instead. Could this technology be a “tool for positive change in the hands of indigenous communities?” Could local communities in Guyana use flying robots to create maps and thus monitor illegal logging and deforestation?

Building the drone was truly a community effort. “When the motor mount broke, the team scoured the village for different types of plastic, and fashioned a new mount from an old beer crate. The drone was no longer a foreign, mysterious piece of technology, but something they owned, built, & therefore understood.” And that is what it’s all about. Check out the neat video above to see the team in action and the 3D results below based on the data collected.

So what’s next? The Wapichana UAV Team have demonstrated “that a remote indigenous community with no prior engineering experience can build and fly a complex drone and make a detailed map.” The team has already been discussing the multiple ways they want to use their UAVs: “to monitor deforestation of bush islands over time; creating high-resolution maps of villages to use as a basis for resource-management discussions; and flying over logging camps in the forest to document illegal deforestation.” You can make sure this happens by donating to the cause (like I just did). That way, Gregor can continue the training and get “the whole team comfortable with flying and to streamline the process from mission planning to processing imagery.”

How People in Emergencies Use Communication to Survive

“Still Left in the Dark? How People in Emergencies Use Communication to Survive — And How Humanitarian Agencies Can Help” is an excellent report pub-lished by the BBC World Service Trust earlier this year. It is a follow up to the BBC’s 2008 study “Left in the Dark: The Unmet Need for Information in Humanitarian Emergencies.” Both reports are absolute must-reads. I highlight the most important points from the 2012 publication below.

Are Humanitarians Being Left in the Dark?

The disruptive impact of new information and communication technologies (ICTs) is hardly a surprise. Back in 2007, researchers studying the use of social media during “forest fires in California concluded that ‘these emergent uses of social media are pre-cursors of broader future changes to the institutional and organizational arrangements of disaster response.'” While the main danger in 2008 was that disaster-affected communities would continue to be left in the dark since humanitarian organizations were not prioritizing information delivery, in 2012, “it may now be the humanitarian agencies themselves […] who risk being left in the dark.” Why? “Growing access to new technologies make it more likely that those affected by disaster will be better placed to access information and communicate their own needs.” Question is: “are humanitarian agencies prepared to respond to, help and engage with those who are communicating with them and who demand better information?” Indeed, “one of the consequences of greater access to, and the spread of, communications technology is that communities now expect—and demand—interaction.”

Monitoring Rumors While Focusing on Interaction and Listening

The BBC Report invites humanitarian organizations to focus on meaningful interaction with disaster-affected communities, rather than simply on message delivery. “Where agencies do address the question of communication with affected communities, this still tends to be seen as a question of relaying infor-mation (often described as ‘messaging’) to an unspecified ‘audience’ through a channel selected as appropriate (usually local radio). It is to be delivered when the agency thinks that it has something to say, rather than in response to demand. In an environment in which […] interaction is increasingly expected, this approach is becoming more and more out of touch with community needs. It also represents a fundamental misunderstanding of the nature and potential of many technological tools particularly Twitter, which work on a real time many-to-many information model rather than a simple broadcast.”

Two-way communication with disaster-affected communities requires two-way listening. Without listening, there can be no meaningful communication. “Listening benefits agencies, as well as those with whom they communicate. Any agency that does not monitor local media—including social media—for misinformation or rumors about their work or about important issues, such as cholera awareness risks, could be caught out by the speed at which information can move.” This is an incredibly important point. Alas, humanitarian organ-izations have not caught up with recent advances in social computing and big data analytics. This is one of the main reasons I joined the Qatar Computing Research Institute (QCRI); i.e., to spearhead the development of next-generation humani-tarian technology solutions.

Combining SMS with Geofencing for Emergency Alerts

Meanwhile, in Haiti, “phone company Digicel responded to the 2010 cholera outbreak by developing methods that would send an SMS to anyone who travelled through an identified cholera hotspot, alerting them to the dangers and advising on basic precautions.” The later is an excellent example of geofencing in action. That said, “while responders tend to see communication as a process either of delivering information (‘messaging’) or extracting it, disaster survivors seem to see the ability to communicate and the process of communication itself as every bit as important as the information delivered.”

Communication & Community-Based Disaster Response Efforts

As the BBC Report notes, “there is also growing evidence that communities in emergencies are adept at leveraging communications technology to organize their own responses.” This is indeed true as these recent examples demonstrate:

“Communications technology is empowering first responders in new and extremely potent ways that are, at present, little understood by international humanitarians. While aid agencies hesitate, local communities are using commu-nications technology to reshape the way they prepare for and respond to emergencies.” There is a definite payoff to those agencies that employ an “integrated approach to communicating and engaging with disaster affected communities […]” since they are “viewed more positively by beneficiaries than those that [do] not.” Indeed, “when disaster survivors are able to communicate with aid agencies their perceptions become more positive.”

Using New Technologies to Manage Local Feedback Mechanisms

So why don’t more agencies follow suite? Many are concerned that establishing feedback systems will prove impossible to manage let alone sustain. They fear that “they would not be able to answer questions asked, that they [would] not have the skills or capacity to manage the anticipated volume of inputs and that they [would be] unequipped to deal with people who would (it is assumed) be both angry and critical.”

I wonder whether these aid agencies realize that many private sector companies have feedback systems that engage millions of customers everyday; that these companies are using social media and big data analytics to make this happen. Some are even crowdsourcing their customer service support. It is high time that the humanitarian community realize that the challenges they face aren’t that unique and that solutions have already been developed in other sectors.

There are only a handful of examples of positive deviance vis-a-vis the setting up of feedback systems in the humanitarian space. Oxfam found that simply com-bining the “automatic management of SMS systems” with “just one dedicated local staff member […] was enough to cope with demand.” When the Danish Refugee Council set up their own SMS complaints mechanism, they too expected be overwhelmed with criticisms. “To their surprise, more than half of the SMS’s they received via their feedback system […] have been positive, with people thanking the agency for their assistance […].” This appears to be a pattern since “many other agencies reported receiving fewer ‘difficult’ questions than anticipated.”

Naturally, “a systematic and resourced approach for feedback” is needed either way. Interestingly, “many aid agencies are in fact now running de facto feedback and information line systems without realizing it. […] most staff who work directly with disaster survivors will be asked for contact details by those they interact with, and will give their own personal mobile numbers.” These ad hoc “systems” are hardly efficient, well-resourced or systematic, however.

User-Generated Content, Representativeness and Ecosystems

Obviously, user-generated content shared via social media may not be represen-tative. “But, as costs fall and coverage increases, all the signs are that usage will increase rapidly in rural areas and among poorer people. […] As one Somali NGO staff member commented […], ‘they may not have had lunch — but they’ll have a mobile phone.'” Moreover, there is growing evidence that individuals turn to social media platforms for the first time as a result of crisis. “In Thailand, for example, the use of social media increased 20% when the 2010 floods began–with fairly equal increases found in metropolitan Bangkok and in rural provinces.”

While the vast majority of Haitians in Port-au-Prince are not on Twitter, “the city’s journalists overwhelmingly are and and see it as an essential source of news and updates.” Since most Haitians listen to radio, “they are, in fact, the indirect beneficiaries of Twitter information systems.” Another interesting fact: “In Kenya, 27% of radio listeners tune in via their mobile phones.” This highlights the importance of an ecosystem approach when communicating with disaster-affected communities. On a related note, recent statistics reveal that individuals in developing countries spend about 17.5% of their income on ICTs compared to just 1.5% in developing countries.

Does the Humanitarian Industry Have a Future in The Digital Age?

I recently had the distinct honor of being on the opening plenary of the 2012 Skoll World Forum in Oxford. The panel, “Innovation in Times of Flux: Opportunities on the Heels of Crisis” was moderated by Judith Rodin, CEO of the Rockefeller Foundation. I’ve spent the past six years creating linkages between the humanitarian space and technology community, so the conversations we began during the panel prompted me to think more deeply about innovation in the humanitarian industry. Clearly, humanitarian crises have catalyzed a number of important innovations in recent years. At the same time, however, these crises extend the cracks that ultimately reveal the inadequacies of existing organiza-tions, particularly those resistant to change; and “any organization that is not changing is a battle-field monument” (While 1992).

These cracks, or gaps, are increasingly filled by disaster-affected communities themselves thanks in part to the rapid commercialization of communication technology. Question is: will the multi-billion dollar humanitarian industry change rapidly enough to avoid being left in the dustbin of history?

Crises often reveal that “existing routines are inadequate or even counter-productive [since] response will necessarily operate beyond the boundary of planned and resourced capabilities” (Leonard and Howitt 2007). More formally, “the ‘symmetry-breaking’ effects of disasters undermine linearly designed and centralized administrative activities” (Corbacioglu 2006). This may explain why “increasing attention is now paid to the capacity of disaster-affected communities to ‘bounce back’ or to recover with little or no external assistance following a disaster” (Manyena 2006).

But disaster-affected populations have always self-organized in times of crisis. Indeed, first responders are by definition those very communities affected by disasters. So local communities—rather than humanitarian professionals—save the most lives following a disaster (Gilbert 1998). Many of the needs arising after a disaster can often be met and responded to locally. One doesn’t need 10 years of work experience with the UN in Darfur or a Masters degree to know basic first aid or to pull a neighbor out of the rubble, for example. In fact, estimates suggest that “no more than 10% of survival in emergencies can be attributed to external sources of relief aid” (Hilhorst 2004).

This figure may be higher today since disaster-affected communities now benefit from radically wider access to information and communication technologies (ICTs). After all, a “disaster is first of all seen as a crisis in communicating within a community—that is as a difficulty for someone to get informed and to inform other people” (Gilbert 1998). This communication challenge is far less acute today because disaster-affected communities are increasingly digital, and thus more and more the primary source of information communicated following a crisis. Of course, these communities were always sources of information but being a source in an analog world is fundamentally different than being a source of information in the digital age. The difference between “read-only” versus “read-write” comes to mind as an analogy. And so, while humanitarian organiza-tions typically faced a vacuum of information following sudden onset disasters—limited situational awareness that could only be filled by humanitarians on the ground or via established news organizations—one of the major challenges today is the Big Data produced by disaster-affected communities themselves.

Indeed, vacuums are not empty and local communities are not invisible. One could say that disaster-affected communities are joining the quantified self (QS) movement given that they are increasingly quantifying themselves. If inform-ation is power, then the shift of information sourcing and sharing from the select few—the humanitarian professionals—to the masses must also engender a shift in power. Indeed, humanitarians rarely have access to exclusive information any longer. And even though affected populations are increasingly digital, some groups believe that humanitarian organizations have largely failed at commu–nicating with disaster-affected communities. (Naturally, there are important and noteworthy exceptions).

So “Will Twitter Put the UN Out of Business?” (Reuters), or will humanitarian organizations cope with these radical changes by changing themselves and reshaping their role as institutions before it’s too late? Indeed, “a business that doesn’t communicate with its customers won’t stay in business very long—it’ll soon lose track of what its clients want, and clients won’t know what products or services are on offer,” whilst other actors fill the gaps (Reuters). “In the multi-billion dollar humanitarian aid industry, relief agencies are businesses and their beneficiaries are customers. Yet many agencies have muddled along for decades with scarcely a nod towards communicating with the folks they’re supposed to be serving” (Reuters).

The music and news industries were muddling along as well for decades. Today, however, they are facing tremendous pressures and are undergoing radical structural changes—none of them by choice. Of course, it would be different if affected communities were paying for humanitarian services but how much longer do humanitarian organizations have until they feel similar pressures?

Whether humanitarian organizations like it or not, disaster affected communities will increasingly communicate their needs publicly and many will expect a response from the humanitarian industry. This survey carried out by the American Red Cross two years ago already revealed that during a crisis the majority of the public expect a response to needs they communicate via social media. Moreover, they expect this response to materialize within an hour. Humanitarian organizations simply don’t have the capacity to deal with this surge in requests for help, nor are they organizationally structured to do so. But the fact of the matter is that humanitarian organizations have never been capable of dealing with this volume of requests in the first place. So “What Good is Crowd-sourcing When Everyone Needs Help?” (Reuters). Perhaps “crowdsourcing” is finally revealing all the cracks in the system, which may not be a bad thing. Surely by now it is no longer a surprise that many people may be in need of help after a disaster, hence the importance of disaster risk reduction and preparedness.

Naturally, humanitarian organizations could very well chose to continue ignoring calls for help and decide that communicating with disaster affected communities is simply not tenable. In the analog world of the past, the humanitarian industry was protected by the fact that their “clients” did not have a voice because they could not speak out digitally. So the cracks didn’t show. Today, “many traditional humanitarian players see crowdsourcing as an unwelcome distraction at a time when they are already overwhelmed. They worry that the noise-to-signal ration is just too high” (Reuters). I think there’s an important disconnect here worth emphasizing. Crowdsourced information is simply user-generated content. If humanitarians are to ignore user-generated content, then they can forget about two-way communications with disaster-affected communities and drop all the rhetoric. On the other hand, “if aid agencies are to invest time and resources in handling torrents of crowdsourced information in disaster zones, they should be confident it’s worth their while” (Reuters).

This last comment is … rather problematic for several reasons (how’s that for being diplomatic?). First of all, this kind of statement continues to propel the myth that we the West are the rescuers and aid does not start until we arrive (Barrs 2006). Unfortunately, we rarely arrive: how many “neglected crises” and so-called “forgotten emergencies” have we failed to intervene in? This kind of mindset may explain why humanitarian interventions often have the “propensity to follow a paternalistic mode that can lead to a skewing of activities towards supply rather than demand” and towards informing at the expense of listening (Manyena 2006).

Secondly, the assumption that crowdsourced data would be for the exclusive purpose of the humanitarian cavalry is somewhat arrogant and ignores the reality that local communities are by definition the first responders in a crisis. Disaster-affected communities (and Diasporas) are already collecting (and yes crowdsourcing) information to create their own crisis maps in times of need as a forthcoming report shows. And they’ll keep doing this whether or not humanita-rian organizations approve or leverage that information. As my colleague Tim McNamara has noted “Crisis mapping is not simply a technological shift, it is also a process of rapid decentralization of power. With extremely low barriers to entry, many new entrants are appearing in the fields of emergency and disaster response. They are ignoring the traditional hierarchies, because the new entrants perceive that there is something that they can do which benefits others.”

Thirdly, humanitarian organizations are far more open to using free and open source software than they were just two years ago. So the resources required to monitor and map crowdsourced information need not break the bank. Indeed, the Syria Crisis Map uses a free and open source data-mining platform called HealthMap, which has been monitoring some 2,000 English-based sources on a daily basis for months. The technology powering the map itself, Ushahidi, is also free and open source. Moreover, the team behind the project is comprised of just a handful of volunteers doing this in their own free time (for almost an entire year now). And as a result of this initiative, I am collaborating with a colleague from UNDP to pilot HealthMap’s data mining feature for conflict monitoring and peacebuilding purposes.

Fourth, other than UN Global Pulse, humanitarian agencies are not investing time and resources to manage Big (Crisis) Data. Why? Because they have neither the time nor the know-how. To this end, they are starting to “outsource” and indeed “crowdsource” these tasks—just as private sector businesses have been doing for years in order to extend their reach. Anyone actually familiar with this space and developments since Haiti already knows this. The CrisisMappers Network, Standby Volunteer Task Force (SBTF), Humanitarian OpenStreetMap (HOT) and Crisis Commons (CC) are four volunteer/technical networks that have already collaborated actively with a number of humanitarian organizations since Haiti to provide the “surge capacity” requested by the latter; this includes UN OCHA in Libya and Colombia, UNHCR in Somalia and WHO in Libya, to name a few. In fact, these groups even have their own acronym: Volunteer & Technical Communities (V&TCs).

As the former head of OCHA’s Information Services Section (ISS) noted after the SBTF launched the Libya Crisis Map, “Your efforts at tackling a difficult problem have definitely reduced the information overload; sorting through the multitude of signals on the crisis is not easy task” (March 8, 2011). Furthermore, the crowdsourced social media information mapped on the Libya Crisis Map was integrated into official UN OCHA information products. I dare say activating the SBTF was worth OCHA’s while. And it cost the UN a grand total of $0 to benefit from this support.

The rapid rise of V&TC’s has catalyzed the launch of the Digital Humanitarian Network (DHN), formerly called the Humanitarian Standby Task Force (H-SBTF). Digital Humanitarians is a network-of-network catalyzed by the UN and comprising some of the most active members of the volunteer & technical co-mmunity. The purpose of the Digital Humanitarian platform (powered by Ning) is to provide a dedicated interface for traditional humanitarian organizations to outsource and crowdsource important information management tasks during and in-between crises. OCHA has also launched the Communities of Interest (COIs) platform to further leverage volunteer engagement in other areas of humanitarian response.

These are not isolated efforts. During the massive Russian fires of 2010, volunteers launched their own citizen-based disaster response agency that was seen by many as more visible and effective than the Kremlin’s response. Back in Egypt, volunteers used IntaFeen.com to crowdsource and coordinate their own humanitarian convoys to Libya, for example. The company LinkedIn has also taken innovative steps to enable the matching of volunteers with various needs. They recently added a “Volunteer and Causes” field to its member profile page, which is now available to 150 million LinkedIn users worldwide. Sparked.com is yet another group engaged in matching volunteers with needs. The company is the world’s first micro-volunteering network, sending challenges to registered volunteers that are targeted to their skill set and the causes that they are most passionate about.

It is not farfetched to envisage how these technologies could be repurposed or simply applied to facilitate and streamline volunteer management following a disaster. Indeed, researchers at the University of Queensland in Australia have already developed a new smart phone app to help mobilize and coordinate volunteer efforts during and following major disasters. The app not only provides information on preparedness but also gives real-time updates on volunteering opportunities by local area. For example, volunteers can register for a variety of tasks including community response to extreme weather events.

Meanwhile, the American Red Cross just launched a Digital Operations Center in partnership with Dell Labs, which allows them to leverage digital volunteers and Dell’s social media monitoring platforms to reduce the noise-to-signal ratio. This is a novel “social media-based operation devoted to humanitarian relief, demonstrating the growing importance of social media in emergency situations.” As part of this center, the Red Cross also “announced a Digital Volunteer program to help respond to question from and provide information to the public during disasters.”

While important challenges do exist, there are many positive externalities to leveraging digital volunteers. As deputy high commissioner of UNHCR noted about this UNHCR-volunteer project in Somalia, these types of projects create more citizen-engagement and raises awareness of humanitarian organizations and projects. This in part explains why UNHCR wants more, not less, engage-ment with digital volunteers. Indeed, these volunteers also develop important skills that will be increasingly sought after by humanitarian organizations recruit-ing for junior full-time positions. Humanitarian organizations are likely to be come smarter and more up to speed on humanitarian technologies and digital humanitarian skills as a result. This change should be embraced.

So given the rise of “self-quantified” disaster-affected communities and digitally empowered volunteer communities, is there a future for traditional humani-tarian organizations? Of course, anyone who suggests otherwise is seriously misguided and out of touch with innovation in the humanitarian space. Twitter will not put the UN out of business. Humanitarian organizations will continue to play some very important roles, especially those relating to logistics and coor-dination. These organizations will continue outsourcing some roles but will also take on some new roles. The issue here is simply one of comparative advantage. Humanitarian organizations used to have a comparative advantage in some areas, but this has shifted for all the reasons described above. So outsourcing in some cases makes perfect sense.

Interestingly, organizations like UN OCHA are also changing some of their own internal information management processes as a result of their collaboration with volunteer networks like the SBTF, which they expect will lead to a number of efficiency gains. Furthermore, OCHA is behind the Digital Humanitarians initiative and has also been developing a check-in app for humanitarian pro-fessionals to use in disaster response—clear signs of innovation and change. Meanwhile, the UK’s Department for International Development (DfID) has just launched a $75+ million fund to leverage new technologies in support of humani-tarian response; this includes mobile phones, satellite imagery, Twitter as well as other social media technologies, digital mapping and gaming technologies. Given that crisis mapping integrates these new technologies and has been at the cutting edge of innovation in the humanitarian space, I’ve invited DfID to participate in this year’s International Conference on Crisis Mapping (ICCM 2012).

In conclusion, and as argued two years ago, the humanitarian industry is shifting towards a more multi-polar system. The rise of new actors, from digitally empowered disaster-affected communities to digital volunteer networks, has been driven by the rapid commercialization of communication technology—particularly the mobile phone and social networking platforms. These trends are unlikely to change soon and crises will continue to spur innovations in this space. This does not mean that traditional humanitarian organizations are becoming obsolete. Their roles are simply changing and this change is proof that they are not battlefield monuments. Of course, only time will tell whether they change fast enough.
